Soil and Water Management

The responsibility for soil and water management on a project site arise from the Protection of the Environment Operations (POEO) Act 1997. One of the easiest ways to show compliance with the POEO Act is to prepare and implement an approved Erosion and Sediment Control Plan (ESCP) or Soil and Water Management Plan (SWMP). Failure to do so can attract potential fines and clean-up notices from the Environmental Protection Agency (EPA). Whether you need a ESCP or SWMP depends on the size and complexity of the project. Typically, areas of disturbance less than 2,500 m2 (such as single residential allotments) require an Erosion and Sediment Control Plan. Areas of disturbance greater than 2,500 m2 (such a subdivisions or civil works) typically require a Soil and Water Management Plan.

Erosion and Sediment Control Plan (ESCP)

Erosion and sediment control plans are a stand-alone document consisting of drawings and a commentary written to accommodate all audiences. Each erosion and sediment control plan is prepared in accordance with Soils and Construction – Managing Urban Stormwater (Landcom, 2004) report. Each erosion and sediment control plan must include:

  • Property details
  • Accurate property boundaries
  • Contours
  • Access point and access control measures
  • Location and type of all sediment control structures
  • Location of existing vegetation to be retained and undisturbed ground
  • Any existing watercourses or drainage
  • Material stockpile areas and storage and control methods
  • Location of new drainage features
  • Revegetation methodology


Soil and Water Management Plan (SWMP)

Soil and Water Management Plans (SWMP) are technically more advanced than Erosion and Sediment Control Plans. SWMPs are comprised of annotated drawings, a commentary and a written report. Soil and water Management Plans are prepared in accordance with Soils and Construction – Managing Urban Stormwater (Landcom, 2004). SWMPs contain all the information in an Erosion and Sediment Control Plan as well as:

  • Construction details
  • Site office
  • Site sheds
  • Location and details of all temporary and permanent soil and water management controls including sediment basins.
  • Staging of works - the Soil and Water Management Controls will need to be updated as the site is developed, and drainage patterns are altered.
  • Location of all drains, downpipes, pits and watercourses
  • Revegetation program including staging and proposed materials and species
  • Integration with onsite detention and infiltration.
  • Detailed sub-drawings and calculations
  • Detailed sub-drawings and calculations
